In August 1999, TCB purchased the Amy Lowell House located in Boston's
Charles River Park, a 48-acre residential community that was constructed
in the former West End neighborhood as part of the 1960s urban renewal
effort. The property's immediate neighbors include Massachusetts
General Hospital and the Fleet Center (home of the Celtics & Bruins).
The property is located on the northern edge of the community abutting
the Central Artery Expressway. The adjacent on-ramp will be depressed
underground as part of the Central Artery reconstruction project,
thus opening up the building's view to the Boston Harbor and new
parkland. The development is structured using a combination of tax-exempt
bond financing, soft debt and equity raised from the sale of 4%
LIHTC. The project restricts 80% of the units for LIHTC qualified
residents and the balance for market rate units. The building is
11 floors tall, located on a one-acre site comprised of 151 one-bedroom
units and a two-bedroom unit for the maintenance superintendent.
