The Pennley Park Apartments were originally construction in 1965 as a series of eight mid- and high-rise apartment buildings situated on a 7.25 acre "superblock" site created as part of the sweeping urban renewal that reshaped East Liberty. Through the years the Pennley complex came to be widely perceived as overly dense, deteriorated, unsafe and undesirable. Substantial mortage deliquencies, deferred maintenance, and high vacancy rates led to HUD's announcment of impending foreclosure which promped a call for a community-minded owner to take responsibility.
