TCB became managing agent in January 1990 for this 430-unit, low and moderate mixed-income property located in the downtown area of Worcester, MA. The property was initially financed by HUD through the 236 program; subsequent funds were obtained in the form of Section 8 rental subsidies through the loan management set-aside program; additional funds were obtained in 1985, through the HUD Flexible Subsidy Program, which allowed for many site improvements. In 1986, the property was purchased by the Laurel Clayton Limited Partnership, of which The Community Builders is managing general partner. As an integral component of the purchase agreement, funds were set aside to undertake certain physical improvements to the property. The most pressing improvements included the installation of supplementary sprinkler systems and a complete fire-alarm system for the sixteen-story high-rise building; work was completed by September 1990. Representatives from many departments of TCB continue to be involved in the planning, design and implementation of systems that will allow continued improvement of site operations.

Plumley Village has also been a primary focus of The Community Builders' human services program development where a wide variety of social service programs have been organized and implemented. A full-time social worker is on staff directing a full range of services that employ many of the development's youth in activities that serve the younger children by supporting educational development, providing recreational opportunities and, most importantly, role modeling the value of work and community development. Human Services also provides on-site adult education and employment support and promotes the opportunities available as a result of community based agencies by using Plumley as a satellite site for the delivery of their services.

In October 1998, Plumley Village was recognized by the New England Assisted Housing Management Association (NEAHMA) as an Exemplary Family Property in their Community of Quality Awards.
