The Community Builders has managed this 130-unit HUD Section 236 development of elderly households in Lynn since initial occupancy in 1976. The board of directors is comprised of parishioners of St. Stephen's Parish and includes residents of the development. Management meets annually with the board to present for comment and approval the annual operating budget for the property and communicates with the president about significant occurrences as the need arises. St. Stephen's Tower was selected as one of ten developments to participate in a three-year Robert Wood Johnson Foundation Grant, administered through MHFA, which supplied funds to assess the needs of and provide services to its resident population. A social worker was initially funded by this grant and now provides crisis intervention, discharge planning, and support counseling to residents and also works with residents' families. Resident services are now funded by the operating budget. An extensive managed care contract with Greater Lynn Senior Services provides home care and adult foster care at St. Stephen's Tower, and allows for provision of extended hours of service. Other services include an evening meal program which operates two nights a week, life-line services, and adult education speakers. St. Stephen's also serves as an intern site for social work students interested in the field of geriatrics.
