With 12 years of progressive property and asset management experience, Sherrie Garner joined The Community Builders, Inc. (TCB) in April 2006 as a Property Manager at Church Street South Apartments, a 301-unit multifamily property in New Haven, Connecticut. In January 2007, Ms. Garner was promoted to Senior Property Manager, increasing her portfolio by an additional 216 units which included a multifamily/scattered site community, also in New Haven.
In November 2009 was Sherrie was promoted to the Connecticut Portfolio Manager, assuming a significant level of responsibility for the TCB Connecticut portfolio which includes 704 residential units comprised of multifamily (scattered site and HOPE VI), single-room occupancy, elderly 202 and BMIR properties. As Portfolio Manager, she has successfully managed these properties sustaining mixed funding sources which include Project Based Section 8, Portable Vouchers, PHA/Non-PHA and Tax Credit.
Ms. Garner currently supervises a team of 26 employees at seven communities where she collectively manages an operating budget in excess of $6.6 million. Her many responsibilities include: direct oversight of Annual budget based and/or OCAF rent increase packages submitted to appropriate funding agencies; supervision of property physical site inspections and agency file reviews consistently meeting agency standards and expectations; and actively participates with Contract negotiations related to capital improvement projects implemented within her properties.
Prior to joining TCB, Ms. Garner began her career in Property Management with Aspen Square Management. Over her 12 year professional tenure, she has been formally trained and certified in implementing HUD regulated policies and procedures. Ms. Garner has a proven track record of delivering the highest level of service to owners, agencies, business partners and residents. She understands that improving a property’s quality of life for its residents is equal to having a financially stable development. Ms. Garner has been recognizably successful in the coordination of resident services programs and events that meet and maintain the needs of managed properties, which has included: youth programming; elderly services, employment readiness and community building. Ms. Garner is interfaced with local planning and legal organization to meet local requirements and successfully maintains a positive working relationship with community and civic leaders.
Ms. Garner holds the Certified Professional of Occupancy (CPO) designation, the Certified Occupancy Specialist (COS) designation and is a C4P certified LIHTC specialist.
