Grace Moreno joined The Community Builders, Inc. (TCB) in 2008 as Vice President and Executive Director of Community Programs, and is chiefly responsible for implementing The Community Builders' Ways & Means Community Programs Initiative. In this role, she supervises field staff and oversees the development and management of those TCB sites with large human service and community programs initiatives.
Ms. Moreno joined TCB after working as Deputy Director at Health Care for All (HCFA), a Massachusetts-based health policy and advocacy organization that was a driving force behind the passage of the 2006 Massachusetts health reform, the Act Providing Access to Affordable, Quality, Accountable Health Care. Ms. Moreno was a part of the strategic team that designed the policy strategy that included a signature campaign that helped pass the Massachusetts health reform bill of 2006. In that effort, she was the key developer of the HCFA Helpline, a free phone line that answers people's questions about healthcare and health insurance in Massachusetts and serves about 1,500 Massachusetts residents monthly. Effectively using this real-time consumer data, Ms. Moreno leveraged this public service to collect information about consumer experiences that ultimately helped HCFA advocate for consumers in the legislative drive towards healthcare reform in the state. The HCFA helpline continues to be a service that helps policymakers stay informed about the realities on the ground as Massachusetts health care reform is in its early implementation phases.
From her experience at HCFA, Ms. Moreno is well versed in the impact of health disparities in low-income and minority communities. She is also a certified trainer for the Stanford Chronic Disease Self Management program with additional expertise in the Stanford Diabetes Self Management program, earning the highest distinction as a Stanford "T" Trainer. She is one of six bilingual "T" Trainers and one of only forty "T" trainers in English worldwide. She incorporates this expertise into her work at TCB, helping those sites with health-related needs to develop programs to best serve residents.
Ms. Moreno holds a Doctorate in Philosophy from the University of Florida and a BA from Rice University. Also, she is certified by the National Training Labs on organizational development, strategic planning, and team management.
